why bother rating songs?
I rate songs as often as I can get back to the screen, yet I am constantly bombarded by my 1 and 2 star rated songs. In fact, I don't leave the page till I have skipped at least two songs. This is because the first two songs Accuradio usually plays for me are 1 and 2 star rated songs. So I ask, what is the purpose of the rating? And also, why did I have to create an account to use Accuradio, then another account just to comment?

I wish rating a song 1 star would mean I never heard it again but sadly, as you've discovered, that's not the case (probably because while we're giving it 1 star, others are giving it 5!)
I found the best reason to rate is so you can give a song 4 or 5 stars; this builds up your "Five Star Radio" pot of songs. Then you don't have to keep skipping things you don't want to hear (well, except for the commercials, which seem to be playing every other song now!)

Rating song *should* play more often 4 or 5 stars songs and less 1 or 2 stars. But I agree with you, there might be issues there.
BUT 1 star song should still be played. If you don't want a song, just use the ban feature instead.
And if you want only your 4 & 5 songs played, use the "Five star radio".
